            The Turner County Board of Commissioners met on Tuesday, January 28, 2014 at 6:00 p.m. at the Turner County Agricultural with Commissioners Burgess, Calhoun, Hall, Hudgins and McCard present.  Staff present were Mary J. Wynn, County Manager, Latrice Wilson, County Clerk and John Holland, County Attorney.  Others present were Marie Hudgins, Janet Winter, Elections Superintendent, Robby Royal, EMS Director/Fire Chief, Ben Baker, Editor of the Wiregrass Farmer and Pat Ashley, CPA.

            Chairman McCard called the meeting to order at 6:00 p.m.

            Commissioner Hall gave the invocation.

            Commissioner Hall made a motion to change the regular monthly meeting in February from February 4th to February 11th, 2014 due to the ACCG Capitol Connection Conference in Atlanta.  Commissioner Calhoun seconded the motion, which passed, with Commissioner Burgess, Calhoun, Hall, Hudgins and McCard all voting in favor of the motion.

            Mr. Pat Ashley, Auditor with Meeks Firm, met with Commissioners presenting the FY 2013 audit. He discussed the layout of the audit report and stated we had another increase in fund balance.  He also stated we have maintained a very healthy fund balance and we have done well.

            Commissioners discussed the contract between Turner County and the Georgia Department of Transportation for construction of the runway extension and widening at the Turner County Airport. There is a local match for the county in the amount of $25,110.84.

            Commissioners discussed direct deposit for Turner County employees.

            Commissioners discussed establishing a policy for garbage service with Turner County.  Commissioners were presented with two (2) draft copies of policies for Turner County.  The Board appointed Commissioner Hall to help County Manager Mary Wynn and County Attorney John Holland with putting together a policy for this service and to get back with the board once the policy is ready.

            Commissioners discussed asking for local legislation for an expense account to replace reimbursement expenses for commissioners.  Commissioner Hall ask the board to consider asking legislation to replace the mileage reimbursement for commissioners to just a monthly pay out expense account of $200.00.  This expense account will cover all mileage in and out of the county except training in Atlanta and Savannah.

            Commissioners discussed a warehouse for fire/rescue equipment. 

County Manager’s Report as follows:          

Airport- County has received contract from Georgia Department of Transportation on the runway extension project. The breakdown of the grant is: Federal Funds-$452,992; State Funds-$24,106; and Local Match-$25,111 for a total of $502,209.00.  This will include 4” asphalt on the runway.  It is now time to purchase the mitigation credits for the wetlands at the Airport.  There are 20.99 Wetland Credits to purchase and 44 Stream Credits to purchase.  The approximate cost is $60,418.00.

Bussey Road-Almost complete.  The remaining work is at the intersection of Bussey Road and Rockhouse Road where the design of that intersection changed, making it safer to the traveling public.

Hazard Mitigation Plan-We worked on this plan for most of the year in 2013 and submitted to Homeland Security for approval.  The plan has been approved and the State has paid $17,545.00 with County’s portion $455.00.  The next update for a Hazard Mitigation Plan is set for 2018.

Emergency Management Performance Grant-Turner County has been awarded $42,498.00 in grant funds through the Emergency Management Agency (Response and Recovery Funds) to use to purchase “tornado sirens” for Rebecca and Sycamore.  There is a local match (or in-kind services) in this grant in the amount of $7,499.00.

Revenue/Taxes-Revenue- is at 68% compared to this time last year at $61.6%.  For the year 2012 the Tax Commissioner collected 98% of taxes owed.

            The Turner County Board of Commissioners met on Tuesday, January 7, 2014 at 6:00 p.m. at the Turner County Agricultural Center for the monthly board meeting with Commissioners Burgess, Calhoun, Hall, Hudgins and McCard present for the meeting.  Staff present were Mary J. Wynn, County Manager, Latrice Wilson, County Clerk and John Holland, County Attorney.  Other present were Mike Mastrario, Building & Zoning Inspector, Sheriff Andy Hester, Charles Dean, Scott Utley, Extension Director, Janet Winter, Elections Superintendent, Marie Hudgins, Ben Baker, Editor of the Wiregrass Farmer, Robby Royal, EMS/Fire Chief and Jason Lawson, E-911 Director/EMA Director.

            Chairman McCard called the meeting to order at 6:00 p.m.

            Commissioner Hall gave the invocation.

            Commissioner Calhoun made a motion to re-appoint Commissioner McCard as Chairman for 2014.  Commissioner Hudgins seconded the motion, which passed, with Commissioner Burgess, Calhoun, Hall, Hudgins and McCard all voting in favor of the motion.

            Commissioner Hudgins made a motion to appoint Commissioner Calhoun as the Vice Chairman for 2014.  Commissioner McCard seconded the motion, which passed, with Commissioner Burgess, Calhoun, Hall, Hudgins and McCard all voting in favor of the motion.

            Commissioner Hudgins made a motion to reappoint Latrice Wilson as County Clerk and John Holland as County Attorney. Commissioner Calhoun seconded the motion, which passed, with Commissioner Burgess, Calhoun, Hall, Hudgins and McCard all voting favor of the motion.

            Commissioner Hudgins made a motion to adopt the agenda as printed.  Commissioner Calhoun seconded the motion, which passed, with Commissioner Burgess, Calhoun, Hall, Hudgins and McCard all voting in favor of the motion.

            Commissioner Calhoun made a motion to approve the financial information for November 2013 as presented.  Commissioner Hudgins seconded the motion, which passed, with Commissioner Burgess, Calhoun, Hall, Hudgins and McCard all voting in favor of the motion. 

            Commissioners Hudgins made a motion to approve minutes of previous meetings as printed.  Commissioner Calhoun seconded the motion, which passed, with Commissioner Burgess, Calhoun, Hall, Hudgins and McCard all voting in favor of the motion.

            Commissioner Hudgins made a motion to adopt Resolution # 2014-01-01 to set and publish qualification fees for county offices for the 2014 Elections.  Commissioner Calhoun seconded the motion, which passed, with Commissioner Burgess, Calhoun, Hall, Hudgins and McCard all voting in favor of the motion.

            Commissioner Calhoun made a motion to approve county funds in the amount of $18,000.00 to be available for a new Extension Director for budget year 2014-2015.  Commissioner Hudgins seconded the motion, which passed, with Commissioner Burgess, Calhoun, Hudgins and McCard all voting in favor of the motion.  Commissioner Hall abstained from voting.

            Commissioner Calhoun made a motion to adopt Resolution #2014-01-02 commending the Association County Commissioners of Georgia (ACCG) on the occasion of its Centennial Celebration and have County Manager Mary J. Wynn to inquire about the legal ad for the Centennial.  Commissioner Hudgins seconded the motion, which passed, with Commissioner Burgess, Calhoun, Hall, Hudgins and McCard all voting in favor of the motion.

            Public Comments:  Mrs. Janet Winter spoke stating the dates for this year elections have not been established yet.  Sheriff Andy Hester spoke stating his budget may be over on some line items but it do to the budget amendment not showing yet until year end.  Commissioner Hudgins thanked Scott Utley for his years of service as our Extension Director.

The Turner County Board of Commissioners met on Thursday, December 19, 2013 at 5:00 p.m. for a called “advertised” meeting and “Work Session” with Commissioners Calhoun, Hall, Hudgins and McCard present.  Commissioner Burgess was not present for the meeting.  Staff present were Mary J. Wynn, County Manager, Latrice Wilson, County Clerk and John Holland, County Attorney.  Others present were Marie Hudgins, Jason Lawson, E-911 Director/EMA Director, Glyn McCrary, Motorola Representative and Robby Royal, EMS Director/Fire Chief.

            Chairman McCard called the meeting to order at 5:00 p.m.

            Commissioner Hudgins gave the invocation.

            Commissioner Calhoun made a motion to reappoint Sandra Hill to the Turner County Board of Assessors for a six (6) year term retroactive beginning December 5, 2013 and term ending December 5, 2019.  Commissioner Hudgins seconded the motion and all voted in favor of the motion.

            Commissioners discussed setting qualifying fees for the 2014 Elections. This is a requirement by law for the county governing authority to set and publish the qualifying fees for county offices by February 1, 2014.

            Commissioners discussed annual appointment of Chairman, Vice-Chairman, Clerk and County Attorney.

            Commissioner Hudgins made a motion to accept the Motorola Contract for equipment upgrade for Turner County E-911 Department in the amount of $153,885.00 and pay 20% down payment from E-911 Fund and authorize Chairman McCard to sign the contract on behalf of the County.  Commissioner Calhoun seconded the motion, which passed, with Commissioners Calhoun, Hall, Hudgins and McCard all voting in favor of the motion.

            Commissioner Hudgins made a motion to adjourn the meeting at 5:20 p.m.

The Turner County Board of Commissioners met on Tuesday, December 3, 2013 at 6:00 p.m. at the Turner County Agricultural Center for the monthly board meeting with Commissioners Burgess, Calhoun, Hall, Hudgins and McCard present.  Staff present were Mary J. Wynn, County Manager, Latrice Wilson, County Clerk and John Holland, County Attorney.  Others present were Robby Royal, EMS Director/Fire Chief, Jim Ward, Marie Hudgins and Ben Baker, Editor of the Wiregrass Farmer.

            Chairman McCard called the meeting to order at 6:00 p.m.

            Commissioner Hall gave the invocation.

            Commissioner Burgess made a motion to adopt the agenda as printed adding item # 6 “consider bid for concession stand operation” to the agenda. Commissioner Hudgins seconded the motion and all voted in favor of the motion.

            Commissioner Hall made a motion to approve financial information for October 2013 as presented.  Commissioner Burgess seconded the motion and all voted in favor of the motion.

            Commissioner Burgess made a motion to approve minutes of previous meeting as printed.  Commissioner Hudgins seconded the motion and all voted in favor of the motion.

            Commissioner Hall made a motion to absorb garbage rates increase from Solid Waste Management Authority of Crisp County effective January 1, 2014.  Rate increases are as follows:  fuel cost $.81 to $.83 per container and CPI (residential) $18.43 to $18.71 per container. Commissioner Calhoun seconded the motion and all voted in favor of the motion.

            Commissioner Burgess made a motion to accept the agreement between CDM Smith and Turner County for bid phase services for the runway extension project in the amount of $20,095.00 and authorize Chairman McCard to sign the agreement on behalf of the County.  Commissioner Calhoun seconded the motion, which passed, with Commissioner Burgess, Calhoun and McCard voting in favor of the motion.  Commissioner Hall abstained from voting and Commissioner Hudgins opposed the motion.

            Commissioner Burgess made a motion to accept the Capital Improvement Assistance Contract between Turner County and Georgia Department of Transportation for 5311 Public Transportation Program for the purchase of one (1) conversion van with lift and one (1) computer hardware with a local share match of $4,298.00 and authorize Chairman McCard to sign the contract on behalf of the County.  Commissioner Calhoun seconded the motion and all voted in favor of the motion.

            Commissioner Calhoun made a motion to appoint Mr. Wayne Blue to the Board of Elections to replace Mr. Charles Hardy term effective January 1, 2014 and term ending June 30, 2014.  Commissioner Burgess seconded the motion and all voted in favor of the motion.

            Commissioner Calhoun made a motion to accept bid from Custom Works in the amount of $137,452.00 to purchase a new ambulance.  Commissioner Burgess seconded the motion and all voted in favor of the motion.

            Commissioner Calhoun made a motion to accept bid from current operator Raymond Poore dba The Rebel Pit by Rescues of Turner County, Georgia for concession stand operation at the Recreation Department.  Commissioner Burgess seconded the motion and all voted in favor of the motion. 

            Public Comments:  Ben Baker, Editor, spoke stating he will print the delinquent garbage list if the Board would provide him the list.

             Commissioners Burgess made a motion to adjourn the meeting at 6:10 p.m.

The Turner County Board of Commissioners met on Tuesday, November 26, 2013 at 6:00 p.m. at the Turner County Agricultural Center for the monthly Work Session meeting with Commissioners Calhoun, Hall, Hudgins and McCard present.  Commissioner Burgess was not present for the meeting.  Staff present were Mary J. A Proclamation was presented by the Board of Commissioners to Raymond Poore and Robby Royal for participation in the Barbeque Competition at the annual Big Pig Jig in Vienna, Georgia on November 2, 2013.

Commissioners discussed bids for a new ambulance.  A bid from Custom Works ($137,452.00), Emergency Vehicle Sales ($139,993.00) and OSAGE Ambulance ($151,356.20) were submitted with Custom Works being the low bidder.

Commissioners discussed bids for exterior work at the Courthouse.  A bid from MHS & Sons, LLC ($125,000.00) and Darby Brewer ($136,000.00) were submitted.  MHS & Sons, LLC was the low bidder.  County Manager Mary Wynn stated that bids exceeded funds currently set aside for this project.  The funds set aside are for exterior and interior repair work for budget year 2013-2014.  Darby Brewer spoke stating her concerns and desire to do the repair work at the Courthouse if given the chance.

Commissioners discussed participating in the Christmas Parade which will be held on Saturday, December 14, 2013.

The Turner Board of Commissioners met on Monday, November 18, 2013 at 6:00 p.m. for a Called “advertised” Meeting at the Turner County Agricultural Center with Commissioners Burgess, Calhoun, Hall, Hudgins and McCard present.  Staff present were Mary J. Wynn, County Manager, Latrice Wilson, County Clerk and John Holland, County Attorney.  Others present were Tish Stultz, CDM Smith, Charles Dean, Marie Hudgins, Ben Baker, Editor of the Wiregrass Farmer, Jason Lawson, E-911 Director/EMA Director and Sheriff Andy Hester.

Chairman McCard called the meeting to order at 6:00 p.m. and welcomed everyone to the called meeting.

Commissioner Hudgins gave the invocation.

Commissioner Hall made a motion to accept bid from the Scruggs Company for Turner County Airport Runway Extension and Widening Project in the amount of $2,141,058.88 contingent upon receiving all grant funds for this project. Commissioner Burgess seconded the motion, which passed with Burgess, Hall and McCard all voting in favor of the motion.  Commissioners Calhoun and Hudgins opposed the motion.

Commissioner Hall made a motion to approve a Christmas Bonus (two weeks pay) for full-time and part-time employees in the amount of $127,133.77.  Commissioner Calhoun seconded the motion, which passed with Burgess, Calhoun, Hall, Hudgins and McCard all voting in favor of the motion.

Commissioner Calhoun made a motion to approve the consent agenda as follows: adopt Budget Resolution #2013-11-01 amending FY 2013-2014 General Fund Budget for Jail Department intoximeter expenses from the Intoxilyzer Grant in the amount of $8,993.00, Budget Resolution # 2013-11-02 amending FY 2013-2014 General Fund Budget for Probate Court for salary and social security expenses on the amount of $ 2,774.79 and authorize the Chairman to sign resolutions on behalf of the County.  Commissioner Hall seconded the motion, which passed with Burgess, Calhoun, Hall, Hudgins and McCard all voting in favor of the motion.

Commissioner Hudgins asked the board to help sponsor the Vietnam Mobile Wall and volunteers are needed.

Commissioner Hudgins made a motion to accept the Grand Jury’s recommendation to increase jury fees from $20.00 per day to $30.00 per day, bailiff fees from $40.00 per day to $50.00 per day and Chief Bailiff from $50.00 per day to $60.00 per day and amend the FY 2013-2014 General Fund Budget if needed.  Commissioner Burgess seconded the motion and all voted in favor of the motion.

The Turner County Board of Commissioners met on Tuesday, October 29, 2013 at 6:00 p.m. at the Turner County Agricultural Center for the monthly “Work Session” meeting with Commissioners Burgess, Calhoun, Hall, Hudgins and McCard present.  Staff present were Mary J. Commissioners discussed the 2014 Community Development Block Grant and potential projects.  All projects should be submitted by January 2014 in order to meet the April 1, 2014 deadline.

Commissioners discussed Grand Jury’s recommendation to increase jury fees to $30.00 and bailiff fees to $50.00.

Commissioners discussed a request from Probate Judge Penny Thomas to amend fiscal year 2013-2014 General Fund Budget for salaries and social security expenses in the amount of $2,774.79.

Commissioners discussed bid for shelters at the Recreation Park.  A bid was submitted from Holley Metal Buildings for shelters in the amount of $10,350.00.

Commissioners discussed accepting the FY 2013 Emergency Management Performance Grant in the amount of $500.00 with a local match of $500.00 to be used for Emergency Management training.

Commissioners discussed a request for bids from Fire Chief Robby Royal for a fire warehouse for vehicle and equipment storage. Fire Chief Robby Royal stated there was a need for the additional storage. Currently, we have two fire knockers and the EMA vehicle out in the weather.  We have fire equipment stored in a semi-trailer body at the county farm (which was destroyed during the move), and we have fire hose and foam stored in the City of Sycamore warehouse.  Commissioners Calhoun, Hudgins, and McCard all agreed for the Fire Chief to get bids for the fire warehouse.

Michael White, owner of Wanee Lake Golf & RV Resort, met with the Commissioners requesting liquor by the drink referendum.

Commissioner Calhoun asked the Board to revisit the Driveway Policy.

MINUTES OF THE TURNER COUNTY BOARD OF COMMISSIONERS CALLED MEETING ON OCTOBER 14, 2013

 

A called meeting of the Board of Commissioners of Turner County was held at 6:00 p.m. on October 14, 2013 in the meeting room of the Turner County Courthouse Annex Building in Ashburn, Georgia.  In attendance were Commissioners Burgess, Calhoun, Hall, Hudgins and McCard.  Also in attendance were County Manager Mary Wynn, County Clerk Latrice Wilson, and County Attorney John Holland.

The meeting was held because of special circumstances that occurred and that were declared, and the meeting was held less than 24 hours thereafter for the purposes of discussion under attorney/client privilege.  Prior notice of the meeting was given to The Wiregrass Farmer, which acknowledged receipt of the notice.  Notice was also posted on the door of the regular meeting place of the Turner County Board of Commissioners at the Turner County Agricultural Center on Rockhouse Road.

Chairman McCard called the meeting to order at 6:00 p.m. Commissioner Calhoun gave the invocation.  Commissioner Calhoun moved that the Board go into closed session at 6:02 p.m. to discuss matters under the attorney/client privilege.  Commissioner Hudgins seconded the motion, and all voted in favor thereof.

After discussion in closed session, Commissioner Calhoun made a motion to go out of closed session and back into open session at 7:16 p.m.  Commissioner Burgess seconded the motion, and all voted in favor thereof.  Chairman McCard stated that, because of the discussion in the closed session and the related issues, that action was necessary regarding the dispute between the Cities of Ashburn, Sycamore, and Rebecca, and Turner County regarding the Local Option Sales Tax distributions and for the continuation of the tax as a result of the recent Supreme Court ruling and notice from the Department of Revenue that a new certificate of distribution must be submitted by 4:30 p.m. on October 17, 2013 in order for the tax not to lapse. In the addition to identifying the parties to the dispute, Chairman McCard stated proposed terms of the resolution of the dispute that a new certificate of distribution be entered into with Turner County retaining 60% of the L.O.S.T. tax proceeds and the remaining 40% to be allocated among the Cities, as they may determine and as long as the percentages were within the requirements of the law.

Commissioner Calhoun made a motion that Turner County retain 60% of the Local Option Sales Tax proceeds and the remaining 40% to be allocated among the Cities, as they may determine and as long as the percentages were within the minimum requirements of the law.  Commissioner Calhoun’s motion also included that the Chairman execute a new certificate of distribution reflecting such percentage for the County and to have the certificate delivered to the City of Ashburn along with a letter stating that the percentage to be retained by the County as stated was a final offer, and also requesting that the City insert the designated percentages for Ashburn, Sycamore, and Rebecca as they may agree and in compliance with the law, to have the certificate executed, and for the City of Ashburn to deliver the certificate to the Georgia Department of Revenue before the 4:30 p.m. October 17, 2013 deadline.  Commissioner Hudgins seconded the motion.  A vote was called for, and Commissioners McCard, Hudgins, and Calhoun voted in favor of the motion.  Commissioners Hall and Burgess voted against the motion.  The motion therefore passed.

Commissioner Calhoun moved that the meeting be adjourned.  Commissioner Hudgins seconded the motion and all voted in favor.  The meeting was adjourned at 7:20 p.m.

The Turner County Board of Commissioners met on Tuesday, October 8th, 2013 at 6:00 p.m. at the Turner County Agricultural Center for the monthly board meeting with Commissioners Burgess, Calhoun, Hall, Hudgins and McCard present.  Staff present were Mary J. Wynn, County Manager, Latrice Wilson, County Clerk and John Holland, County Attorney.  Others present were Mike Mastrario, Building Inspector/Zoning, Charles Dean, Ben Baker, Editor of the Wiregrass Farmer, Jason Lawson, E911 Director/EMA Director and Robby Royal, EMS Director/Fire Chief.

Chairman McCard called the meeting to order at 6:00 p.m.

Commissioner Hudgins gave the invocation.

Commissioner Burgess made a motion to adopt the agenda as printed.  Commissioner Hudgins seconded the motion and all voted in favor of the motion.

Ayes:  Burgess, Calhoun, Hall, Hudgins and McCard

Commissioner Hudgins made a motion to approve financial information for August 2013 as presented.  Commissioner Burgess seconded the motion and all voted in favor of the motion.

Commissioner Burgess made a motion to approve minutes of previous meeting as printed.  Commissioner Calhoun seconded the motion and all voted in favor of the motion.

Presentation: a certificate from The National Weather Service Forecast Office in Tallahassee was presented to Turner County, Georgia for recognition as a Storm Ready County.

Commissioner Hall made a motion to go into closed session to discuss personnel at 6:06 p.m.  Commissioner Calhoun seconded the motion and all voted in favor of the motion.
